You also didn't accept the Spurs deal anyway.
Are you seriously just trying to fuck over the league now? First you don't send the file and then try and say you sent it to us. Then you say you will do the draft file, and then don't. Then you say you didn't know the draft was going on when it started more than 2 days ago. Now you are ignoring pms and not accepting deals officially.
Do you really want to be a GM in the league or do you not have the time to commit to it? If you do not have the time then just step down as GM of the suns.
