I have been getting a lot of PMs about both these topics so I felt like I should post something to help explain it to folks since we have about 10-15 GMs that have never done this before.
The draft will be conducted over the message board. The pace is up to you the GMs. I will post the draft order in this thread www.c4qsim.proboards.com/index.cgi?board=creationdraft&action=display&thread=250&page=1
and then each team is responsible for either being on and posting your selection or sending me a draft list. The draft will start as soon as I post the draft order when I get home from my parents. There will be a time limit of 6 hours per pick starting Wednesday morning at 9 am. The reason I am doing the limit on Wednesday is to give people a chance to see the board and thinka bit.
However if you know who you want and are up to pick just post in the thread or send me your draft list. If you wish to send a draft list you will need to send a list of players that make sure you have a guy available when your pick is up. So if you are the 15th pick in the draft you must send me a list with 15 players on it. 20th, 20 players, 3rd, 3 players, ect.
Free Agency will then start right after the draft is over, so the faster we go in the draft the faster FA will be.
FA will be broken up into 3 sims. Days 1&2, Day 3&4, and Day 5. After each sim I will post results and each GM is allowed to modify or change your FA bids.
If you are under the salary cap you are allowed to offer as much money as you have availabe(Which is found on your team roster page). If you are over the Cap you can only resign players who have 3 or more bird rights to and to the MLE(4.5 mil) and the LLE (1.2 mil).
Let me explain Bird Years. Bird years are accumulated by each season a player is under contract without being cut or bought out. So for example, You have a player who's been under contract for 5 years and becomes a FA. He will have 5 bird years. If you are over the cap you can still sign that player to a contract for up to 7 years and for as much money as you wish. This is how teams who are over the cap are able to resign their own players. Having bird rights(3 or more) also allows you to offer up to 7 years instead of 6.
To offer a contract please follow this example:
# years(6 is the max)/Amount of Money/% increase from year to year(max of 10%)
So say I have 12 mil available and I want to sign 2 players who I feel are not worth 12 million by themselves this is what it would look like.
Player A- 5 years/7.3 mil/10%
Player B- 6 years/4.7 mil/10%
