MLE 4.5 mil
LLE 1.2 mil
And after FA you can sign anyone (thats left) for the 1yr minimum.
From DRAFT and FA Q&A Thread
"If you are over the Cap you can only resign players who have 3 or more bird rights to and to the MLE(4.5 mil) and the LLE (1.2 mil)."
